It also plans to use energy leverage to sell in Europe and strong-arm partnerships with Germany's car companies. Japan Toyota is about to become the world's largest carmaker and is playing a cunning, some say hypocritical, game to defeat Detroit by joining its lobbyists who are fighting fuel efficiencies. Toyota hopes Detroit continues to produce gas-guzzlers so it has the world hybrid market to itself. China Chery Automobile Co. is the front-runner and China has mandated that by 2020 any car sold in that country must be a hybrid and made in China.
